Larnaca Real Estate Market: A City on the Verge of Transformation

For many years, Larnaca was viewed as the quieter and more affordable alternative to Limassol and Paphos. Today, that perception is changing.
New residential developments, international buyer demand and major plans for Larnaca’s waterfront are creating a new investment story. Projects such as Land of Tomorrow, together with the renewed redevelopment strategy for Larnaca Marina and Port, have the potential to transform the city’s image, economy and property market.
The opportunity is significant, but buyers should separate confirmed progress from long-term proposals. These projects will be delivered in phases, and future property-price growth cannot be guaranteed. Nevertheless, the direction of Larnaca’s development is increasingly difficult to ignore.

Larnaca property prices are already gaining momentum
The market’s growth is not based only on future expectations. Recent data show that Larnaca has already been experiencing strong residential-price appreciation.
According to the Central Bank of Cyprus, the overall residential property price index for Larnaca increased by 8.3% annually in the fourth quarter of 2025. Apartment prices rose by 12.2%, while house prices increased by 4.5%. These figures suggest that apartments, the property type most commonly targeted by investors and international buyers, were leading the market.
Demand was also supported by a healthy volume of transactions. Larnaca recorded 1,109 property sales contracts during the fourth quarter of 2025, with demand divided relatively evenly between Cypriot and foreign buyers. This balance is important because it means the market is not dependent on only one buyer category.
Larnaca therefore enters its next development phase with an active property market rather than starting from zero.
Land of Tomorrow: Transforming the former refinery coastline

One of the most important developments for Larnaca is Land of Tomorrow, a major waterfront regeneration project planned for the former industrial and refinery area along the Larnaca–Dhekelia coastline.
The project aims to create an integrated coastal community combining residential buildings, commercial uses, hospitality, leisure facilities, green spaces and public infrastructure. Its official plans highlight more than 20,000 trees and plants, approximately 2.5 kilometres of opened coastline, pedestrian areas and cycling paths. Phase One is currently being marketed, with buildings planned along the first beachfront line.
This is important for Larnaca because Land of Tomorrow is not simply another apartment development. It represents the conversion of a previously industrial waterfront into a modern residential and lifestyle district.
Such regeneration could create several long-term benefits:
New access to the coastline and public spaces
Premium beachfront housing and hospitality
Restaurants, retail, offices and leisure facilities
Greater international awareness of Larnaca
New employment and business activity
Improved connections between the city centre and the Dhekelia coastal corridor
The wider masterplan remains a long-term, phased project, and elements of the development are still moving through planning and environmental procedures. Buyers should therefore evaluate each individual phase according to its actual permits, construction progress and delivery schedule rather than relying only on the overall vision.
A new direction for Larnaca Marina and Port

Larnaca Marina and Port have been discussed for many years, but the redevelopment process has experienced delays and significant changes.
The previous €1.2 billion concession with Kition Ocean Holdings was terminated by the Cyprus government in May 2024, after a dispute concerning the required financial guarantee. Responsibility for the infrastructure subsequently returned to the state.
In May 2026, the government announced that the Cyprus Ports Authority would take responsibility for advancing the redevelopment of both the port and marina. The announced direction includes expanding the marina to accommodate approximately 200 boats, developing around 50,000 square metres of neighbouring land for urban uses and creating a more unified waterfront between the marina and port.
The Cyprus Ports Authority later presented a proposed €415 million, 20-year roadmap. The concept includes marina expansion, commercial spaces, public squares, landscaped areas, cycle paths, recreational facilities, offices, hospitality and cultural uses. However, the roadmap remains subject to feasibility studies, stakeholder approval and the preparation of a detailed masterplan. Its estimated budget also carries a significant margin of uncertainty.
The marina and port should therefore be viewed as a potentially powerful long-term catalyst not as a fully completed or guaranteed development.
How these projects could affect Larnaca property values
Major infrastructure and urban-regeneration projects can influence real estate through several channels.
1. A stronger international profile
Landmark waterfront projects can change how international buyers perceive a city. Larnaca could increasingly compete not only as an affordable destination, but as a premium Mediterranean location for permanent living, holidays and investment.
2. Improved lifestyle and public infrastructure
New promenades, green areas, restaurants, hotels, offices and leisure facilities may make nearby neighbourhoods more attractive. Buyers often pay a premium for properties within walking distance of high-quality public spaces and lifestyle amenities.
3. Increased demand for central and coastal apartments
International buyers, professionals and tenants frequently prefer modern apartments that are easy to maintain and close to the city centre, beach, airport or business districts. This may help explain why Larnaca apartment prices have recently been rising faster than house prices.
4. Limited supply in the best locations
Although Larnaca has land available for development, truly prime locations remain limited. Properties with sea views, walking access to Finikoudes, proximity to the marina or positioning along the improving Dhekelia corridor may become increasingly difficult to replace.
5. Greater rental demand
Additional businesses, hotels, offices, cultural venues and construction activity could bring more workers, visitors and long-term residents to the city. This could support rental demand, particularly for well-designed one- and two-bedroom apartments.
Could Larnaca property prices increase dramatically?
Larnaca has the ingredients for further price growth, especially if the waterfront projects progress successfully and the city continues to attract both local and international demand.
However, no responsible real estate adviser should promise dramatic appreciation.
Future performance will depend on:
The speed at which major projects receive permits and are constructed
The quantity of new housing entering the market
Mortgage rates and access to financing
Construction and labour costs
Tourism and international investment trends
The quality and exact location of each property
Cyprus and wider European economic conditions
A property near a future development does not automatically become a successful investment. Purchase price, construction quality, legal status, expected service charges, rental demand and exit strategy remain equally important.
Which Larnaca properties may offer the strongest potential?
Not every property will benefit equally from the city’s transformation. Buyers may wish to focus on:
Modern apartments in central Larnaca: These can appeal to professionals, students, couples and investors seeking year-round rental demand.
Properties close to the marina and Finikoudes: Supply is limited, while lifestyle and walkability can support long-term desirability.
New developments along the Dhekelia corridor: Selected projects may benefit from the gradual transformation surrounding Land of Tomorrow.
Energy efficient new build properties: Lower running costs and modern specifications may become increasingly important to both buyers and tenants.
Units with practical layouts and outdoor space: One- and two-bedroom apartments with balconies, parking and storage are often easier to rent and resell than unusually designed properties.
Is now the right time to invest in Larnaca?
Larnaca appears to be moving from an undervalued alternative into a recognised investment destination. Recent price growth, balanced domestic and foreign demand, waterfront regeneration and new infrastructure proposals all contribute to a positive long-term outlook.
The most attractive opportunities may be found before the city’s major transformation is fully reflected in prices. At the same time, early-stage investment requires careful selection and realistic expectations. Some projects may be delayed, modified or delivered over a much longer period than initially expected.
The strongest strategy is therefore not simply to “buy in Larnaca.” It is to identify the right property, in the right micro-location, at a price supported by current market fundamentals, not only by future promises.
